The emr softwares are developed by different vendors with different capability and features. The system should be designed taking into consideration the industry requirements, meaningful use and HIPAA guidelines. There are independent certification bodies that evaluate the software and certify the emr system. It is really very difficult for a potential user to know each and every criteria and to verify it. A certificate would serve the purpose - a certified system would imply that it meets the necessary requirements (criteria).

EMR software is considered a boon to the healthcare industry, however, the ultimate benefits of EMR would come only through its meaningful use.
