VISTA system at VA Medical Centers

Do you know if a doc in one VA region (say San Francisco) can electronically access the records of a vet seen in another region (say Boston)? If so this thing might help with the fragmentation we see between practices in getting patient information to different organizations.

I heard the federal government is promoting this system as a candidate for a national emr. Anybody ever use it? I've seen the U.S. Military CHCS i system--order entry mainly. I think the VA system is related to the military's clinical system.
